This is what police commissioners do:
Every 3 months, they register the CNI files. Each file is accompanied by the costs which amount to 2800 fcfa. When they collect 5000 files (2800 fcfa ×5000), they send 1000 files to Yaoundé and the other 4000 files are destroyed, pocketing 11,200,000 fcfa (eleven million two hundred thousand) in the process.

You can imagine how much these commissioners eat!
This is why some citizens receive their cards and others do not. I faced this CNI issue. Being a Navy officer, I went to Yaoundé to the production department to meet a Commissioner friend. He is the one who checks and tells me that my file has never arrived here for two years and therefore explains to me the level of corruption.
